The Senate convenes at 9:30 and will kick off with floor debate. The House follows at 11:00 with limited committee postings.

RECAP OF YESTERDAY-The House and Senate were in session into the late afternoon and with significant floor action. House Revenue Committee met and spent most of its assembled time on HB 1287 (Property Tax/Income Producing Property Description) outlined below. Morning committees ran over delaying House convening for over an hour.  Items of note include:

SB 2930, Non-Profit Demographics passed the House- This legislation provides that, within 30 days after filing its annual AG990-IL Charitable Organization Annual Report, a corporation that reports grants of $1,000,000 or more to other charitable organizations shall post on its publicly available website, if one exists, the aggregated demographic information of the corporation's directors and officers, including race, ethnicity, gender, disability status, veteran status, sexual orientation, and gender identity. Provides that the aggregated demographic information shall be accessible on the corporation's publicly available website for at least 5 years after it is posted. Provides that the Department of Human Rights shall work with community partners to prepare and publish a standardized list of demographic classifications to be used by the Secretary of State and corporations for the reporting of the aggregated demographic information. Provides that, in collecting the aggregated demographic information, a corporation shall allow for an individual to decline to disclose any or all personal demographic information to the corporation. Effective January 1, 2025.

SB 2933, Medical Debt passed the House-Amends the Consumer Fraud and Deceptive Business Practices Act.  Provides that it is an unlawful practice within the meaning of the Act for a consumer reporting agency: (1) to make, create, or furnish any consumer report or credit report containing, incorporating, or reflecting any adverse information that the consumer reporting agency knows or should know relates to medical debt incurred by the consumer or a collection action against the consumer to collect medical debt; and (2) to maintain in the file on a consumer any information relating to medical debt incurred by a consumer or a collection action against the consumer to collect medical debt. Provides that the definition of "medical debt" does not include debt charged to a credit card or an open-end or close-end extension of credit made by a financial institution to a borrower unless the open-end or close-end extension of credit may be used by the borrower solely for the purpose of the purchase of health care services.

SB 2979, BIPA passed the House and has now passed both chambers. This bill provides that "written release" includes an electronic signature. Provides that a private entity that more than once collects or discloses a person's biometric identifier or biometric information from the same person in violation of the Act has committed a single violation for which the aggrieved person is entitled to, at most, one recovery.  Generally, the business community was opposed to this legislation; however, it is significant remedy to curing the onerous penalty provisions of the original bill.  The business community worked hard to include retroactivity of the penalty relief in the bill to no avail.

HB 1287, Property Tax/Income Producing Property Information-failed to pass out of House Revenue Committee on a 9-9 vote. Provides that, in counties in which the county board so provides, by ordinance or resolution, owners of income-producing properties in the county shall file physical descriptions of their properties with the chief county assessment officer upon request of the chief county assessment officer. Sets forth the period of time during which those provisions apply. Provides that the request for information shall include an individualized statement specifying all physical description information that the assessor's office has on record or recorded against the property and shall contain a statement that the owner may confirm the information if no changes are required. Imposes certain penalties if the property owner fails to respond to a request for information. Business organizations were neutral on amendment 3. After extensive discussion in committee, the bill failed to pass out on a 9-9 vote.

ORDER OF THE DAY- Today is 3rd Reading Deadline for non-appropriations bills originating in the opposite chamber to make it to 3rd Reading in order to remain viable. This is a procedural measure for leadership to prioritize legislation for passage or, to leave it to die for another day.  I suspect a heavy day of floor action.  The House has cancelled session days for the weekend and will return to the Capitol City on Monday. There are 117 Senate Bills pending in the House.

SUPPLEMENTAL RECORD-

•As the deadline nears, intensity under the dome intensified.  It is evident from monitoring committee & floor debate that frustrations are rising. Yesterday for instance there was extensive committee debate to outlaw wildlife hunts for competition to balance habitat balance.  Bill passed out of committee and the House and is on the way to the Senate. Also today, the House spent substantial time on legislation that would permit school districts to allow 20 minutes a week for students to do yoga and mind meditation.  The measure passed out of the House.
•No budget legislation has surfaced at this time.
