COVID-19 Government Relations Daily Summary

This Daily Summary highlights timely information released from local, state and federal government agencies that may impact your practice and/or clients. Income Tax Filing and Payment Deadline are Days Away

The Illinois Department of Revenue reminds taxpayers the state individual income tax filing and payment deadline is July 15, just days away.  Both state and federal returns are due on July 15th.  See IDOR Release.

COVID-19 Reimbursement Available-FEMA’s Public Assistance Program
To assist local governments, nonprofits and religious organizations recoup funds expended during the COVID-19 pandemic, IEMA is encouraging entities to attend scheduled virtual briefings to begin the reimbursement application process to receive federal funds. Under the guidelines of the PA program, local jurisdictions can be reimbursed up to 75% of eligible costs of emergency protective measures associated with the pandemic. This week (July 6-10), applicant briefings will be conducted virtually for potential applicants. See also DECO website.

GATA Deadline Extensions

The Governor’s Office of Management and Budget has posted or will post guidance extending GATA financial audit due dates for organizations with January to March 2020 year-ends by three months. This announcement most likely will be welcome news by organizations that receive state grants. GOMBE Guidance.

Chicago Recovery Task Force Report

Chicago Mayor Lori Lightfoot today released the Chicago Recovery Task Force Advisory Report providing a multiyear planning blueprint for post COVID-19.  The report includes short term, mid-term, and long-term ideas both to start the recovery and accelerate structural transformation. Coronavirus Relief Fund Payments to States, Local Governments
The IRS recently released FAQs concerning the treatment of “Coronavirus Relief Fund Payments.”  The CARES Act established and provided funding for the relief fund to be used to make payments for specified uses to states and certain local governments.  See FAQs.
IRS Provides FAQs on Treatment of Certain Payments to Health Care Providers
The IRS released FAQs regarding the tax treatment of payments from certain relief funds made available by legislation in response to the COVID-19 pandemic. The CARES Act, the Paycheck Protection Program and the Health Care Enhancement Act provided an additional $75 million for the provider relief fund. These funds are to be used to reimburse eligible health care providers for health-care related expenses or lost revenues that are attributable to COVID-19 Pandemic. See FAQs.
Notice 2020-54 Reporting Qualified Sick Leave, Qualified Family Leave Wages (COVID-19)

The IRS released an advanced version of Notice 2020-54 as guidance for employers addressing the requirement to report amounts of qualified sick leave wages and qualified family leave wages to paid employees under the “Families First Coronavirus Response Act."  See Notice 2020-54.
