Shannon G. Fangmeier attended Western Illinois
University. She began her career with the Illinois Department of Revenue
starting in the Taxpayer Services Division in January 1996. After one year, she
transitioned to the Collections Division where she has spent the past 27 years
working in the various collection enforcement program areas. Shannon has been in
a managerial role the past 17 years and is now a Division Manager of
Collections.
Dann Voelz is a Public Service Administrator and has been
with the Illinois Department of Revenue (IDOR) since 2012. He has over a decade
of experience helping people file their taxes with the state of Illinois. Dann
began his career at IDOR in the call center, where he assisted individuals and
businesses with their tax filing needs. In 2017, he was promoted to the position
of Public Service Administrator Technical with a specialized focus in MyTax
Illinois, IDOR’s free online account management program. Dann currently trains
IDOR employees on how to use MyTax Illinois and other web-based applications. He
also oversees a test team that assesses changes and updates to MyTax
Illinois.
Max R. Letterly is Program Administrator of Taxpayer
Services at the Illinois Department of Revenue. He began his career with the
Department in 2006 and has served as Program Administrator of Taxpayer Services
since August 2019. As Program Administrator of Taxpayer Services, Mr. Letterly
oversees a large staff across five separate divisions; Central Registration,
Local Tax Allocation; Problems Resolution; Property Tax; and Taxpayer
Assistance.
Previously, Mr. Letterly managed the Central Processing Bureau, overseeing a
staff of over 230 employees responsible for processing original and amended tax
returns, processing refund requests, as well as performing a variety of other
adjustments. Mr. Letterly also previously served in an agency-wide capacity as
the lead user liaison for the Department’s tax processing system, overseeing the
GenTax® project. In his time with the Department, Mr. Letterly has managed
several major projects and system upgrades, expanding his knowledge of the
Department’s operations.
Mr. Letterly received a Bachelor of Business Administration degree from the
University of Illinois at Springfield. He lives in Springfield, Illinois with
his wife and four children.
Kevin Denny is a Sr. Public
Service Administrator in the Revenue Division of the Illinois Department of
Employment Security with 16 years of experience. His areas of
expertise include rate and liability determinations, predecessor/successor
relationships, SUTA rate dumping, and employee leasing
compliance.
Christopher Thompson, MBA, is a Supervisory Internal
Revenue Agent in the Small Business Self-Employed division of the IRS. Chris has
held positions as an Internal Revenue Agent working directly with taxpayers and
tax practitioners, as a staff member for the Midwest Area Director of the Small
Business Self-Employed Field division assisting with staffing and training of
employees in the area, and as a manager of Internal Revenue Agents in Michigan,
Iowa, and Nebraska. As a field manager, Chris helps small businesses thrive by
educating small business owners on bookkeeping practices, use of internal
controls, and the value of accounting practitioners. He has served on teams to
improve internal processes of the IRS, simplify compliance with the Energy
Efficient Commercial Building Deduction through improved public communication
and creation of a new Form, and standup the training program for the newly
created Pass-Through Organization. Chris has testified in court proceedings as a
summary and expert witness. He has instructed new hire training and internal
continuing professional education courses. He is on a mission to ensure
compliance and fairness in the application of the federal tax code and is
dedicated to sharing his passion for serving the public with members of his
team, peers, and tax practitioners.
David is currently the Acting Director, Campus Collection
for Philadelphia and Cincinnati responsible for two Automated Collection sites,
Centralized Lien Operation, Centralized Case processing, and Compliance Services
Collection Operations effective March 1, 2021. My regular position is a
Territory Manager in Field Collection, Central Area covering the State of
Illinois. I serve as the Executive Liaison to Collection Knowledge Management
and leading a team on 3rd Party payroll Fraud nationally. David was a former
Territory Manager in Field Collection, Northwest Area which included Iowa,
Wisconsin, Nebraska and International Program Collection Revenue Officer groups.
Most of his career has been in Collection where he held positions as a Policy
Analyst, Bankruptcy Group Manager, Offer in Compromise Manager and managed
various Field Groups.
Thomas Deane, CPA, MST is a Supervisory Appeals Officer
with the IRS Independent Office of Appeals. Tom leads a team of Appeals Officers
in Chicago, Illinois with a mission to resolve tax controversies, without
litigation, on a basis which is fair and impartial. Tom has over 19 years
experience with the IRS in various positions including SBSE Revenue Agent,
LB&I Revenue Agent, and LB&I Supervisory Revenue
Agent.
Michael J. Singer is a principal in the firm of Michael J.
Singer and Company, P.C., which he founded in 1970.
Michael attended Roosevelt University, in Chicago, Illinois, where
he completed several graduate level accounting courses. He has worked in the
field of accounting for over 50 years, was the controller of a medium sized
retailer for two years and in public accounting for the remainder of his
years.
He has concentrated on special problems of individuals and small
businesses, primarily in the area of taxation.
Michael served as the treasurer of the Arlington Heights Historical
Society for over six years.
Michael has been a member of numerous senior committees of the
Illinois CPA Society; chair of the IRS Practice and Procedures Committee for
four years; is an active member of that committee, as well as State and Local
Tax Committee and the Committee on Individual Taxation. He is also, a member of
the Illinois Department of Revenue Processing Advisory
Board.
He has received numerous Distinguished Service Awards and the
prestigious Lifetime Achievement Award and is an active member of the O’Hare
Chapter of the Illinois CPA Society, of which he is currently the Legislative
Committee Chair. He has been a past President for three yearly terms, two of the
years were consecutive. He provides a monthly tax update at each of the monthly
meetings and continues to serve on the Chapter Board of
Directors.
Michael has been active in teaching many tax programs for the
Illinois CPA Society, spanning numerous years. He continues to participate in
presenting many seminars covering the areas of Ethics (Circular 230), Exam
procedures, Collection procedures and the Appeals process in both areas. In
addition, he has been an active presenter at the yearly IRS Practitioners
Symposium for over 18 years. He is active in planning the IRS Practitioners
Symposium and will be presenting two tax presentations at this year’s Symposium,
as well as serving as Moderator.
