Dann Voelz is a Public Service Administrator and has been
with the Illinois Department of Revenue (IDOR) since 2012. He has over a decade
of experience helping people file their taxes with the state of Illinois. Dann
began his career at IDOR in the call center, where he assisted individuals and
businesses with their tax filing needs. In 2017, he was promoted to the position
of Public Service Administrator Technical with a specialized focus in MyTax
Illinois, IDOR’s free online account management program. Dann currently trains
IDOR employees on how to use MyTax Illinois and other web-based applications. He
also oversees a test team that assesses changes and updates to MyTax
Illinois.
I am starting my 23rd year with the Illinois Department
of Revenue. I have been in Taxpayer Assistance-Call Center the entire time. I
started out taking calls on our 800 phone line and have worked my way up to my
current position. I currently train all of our new hires for the Call Center on
Individual Income tax. I have been doing the training for 9 years. In addition
to training I also review the new Income tax forms as well review legislation
that pertains to Income tax. Another part of my job includes going out and
speaking to different groups on the changes and updates for the next filing
season.
Shannon G. Fangmeier attended Western Illinois
University. She began her career with the Illinois Department of Revenue
starting in the Taxpayer Services Division in January 1996. After one year, she
transitioned to the Collections Division where she has spent the past 27 years
working in the various collection enforcement program areas. Shannon has been in
a managerial role the past 17 years and is now a Division Manager of
Collections.
Max Letterly Program Administrator, Audit Bureau –
Illinois Department of Revenue Max Letterly is the Program Administrator of the
Audit Bureau at the Illinois Department of Revenue, where he oversees nearly 400
staff across three statewide audit divisions. With close to two decades of
public service experience at IDOR, Max has led in key areas including tax
processing, taxpayer services, and enterprise system development. He played a
central role in the rollout of
the Department's integrated tax system, GenTax, and has championed initiatives to modernize audit
operations, improve internal communication, and expand workforce development through programs like IDOR’s
first audit internship track. Max holds a degree in Business Administration
from the University of Illinois–Springfield and brings a strong focus
on collaboration, fairness, and continuous improvement to his leadership
style.
Kevin Denny is a Sr. Public
Service Administrator in the Revenue Division of the Illinois Department of
Employment Security with 16 years of experience. His areas of
expertise include rate and liability determinations, predecessor/successor
relationships, SUTA rate dumping, and employee leasing
compliance.
David is currently the Acting Director, Campus Collection
for Philadelphia and Cincinnati responsible for two Automated Collection sites,
Centralized Lien Operation, Centralized Case processing, and Compliance Services
Collection Operations effective March 1, 2021. My regular position is a
Territory Manager in Field Collection, Central Area covering the State of
Illinois. I serve as the Executive Liaison to Collection Knowledge Management
and leading a team on 3rd Party payroll Fraud nationally. David was a former
Territory Manager in Field Collection, Northwest Area which included Iowa,
Wisconsin, Nebraska and International Program Collection Revenue Officer groups.
Most of his career has been in Collection where he held positions as a Policy
Analyst, Bankruptcy Group Manager, Offer in Compromise Manager and managed
various Field Groups.
Stan Green, CPA, is with the Skokie based firm of Larry J. Wolfe, Ltd.
where he is head of the Tax Controversy Department. Mr. Green’s concentration is
tax resolution in Collection matters with the Internal Revenue Service and State
taxing agencies. Stan started his second career in September 2008, after 35 plus
years with the Internal Revenue Service. Stan spent 28 years with the IRS in
various management positions including: Revenue Officer Manager; Chief,
Technical and Office Compliance Branch; Chief, Advisory Section of the Special
Procedures Branch and Revenue Officer Training Manager. Stan was one of three
finalists for the Federal Supervisory Employee of the Year for Northern
Illinois. Stan received numerous awards in his IRS career including Outstanding
Manager, Distinguished Performer, and Accepted Suggestions. Stan’s experiences,
knowledge of the Internal Revenue Manual, IRS Policies, relationships and
inter-workings assists in his representation of clients and protection of their
rights. Stan has instructed Illinois CPA Society courses including IRS
Penalties, Collection Procedures and Appeal Procedures. Stan has been a
Collection Panel Member at the IRS Tax Practitioner Symposium both as an IRS
Manager and as a Practitioner. Stan has spoken on IRS procedural matters at the
local chapter meetings of the Illinois CPA Society. Stan was a guest on the
cable television program “The Law Corner” and the radio program “The Law Forum”,
as an Authority on IRS Collection Procedures. Stan taught various classes for
the IRS including the Taxpayer Bill of Rights II (TBOR II) and The Collection
Due Process Section of the Restructuring and Reform Act of 1998. Stan has been a
long time member of the Illinois CPA Society Taxation Practice and Procedures
Committee and is a member of the Illinois Society of Certified Public
Accountants. Stan graduated from Indiana University with a B.S. Degree in
Management and Administration.
Mark Heroux is a
principal in the tax services group at Baker Tilly Advisory Group. He has more
than 35 years of tax litigation, technical and program management experience.
Mark specializes in IRS procedures, controversy and dispute resolution. He began
his career with the IRS Chief Counsel in 1985 where he litigated cases around
the world for the IRS. When Mark left the IRS in 2000, he was a Department of
Justice Special Assistant United States Attorney, industry counsel for the
nation for the insurance industry, and a senior trial attorney who helped
litigate the two largest transfer pricing cases in history. At Baker Tilly, he
leads the Tax Advocacy and Controversy Services group and provides tax and
business advisory services to middle market and large companies and
high-net-worth individuals.
Larry J Wolfe, CPA is the owner of Larry j Wolfe, Ltd a
local CPA firm established in 1980 that concentrates on tax controversy at the
Federal and State level. The firms represents clients in front of the
Collection, Appeal and Exam Division of the Internal Revenue Service. The firms
IRS representation includes installment agreements, penalty relief, offer in
compromises, discharges and subordinations, uncollectible status, collection
statute reviews, innocent spouse, examinations, trust fund tax liabilities, and
taxpayers rights The firm also represent clients at the State level of
controversy. The firm concentrates in the area of taxation for individuals and business entities, all sizes. Larry is past chair of the AICPA Tax Practice
and Procedure Committee and is the past chair of the
Tax Practice and Procedure Committee and a member of the Individual Committee
for the Illinois CPA Society. Larry has service on
the liaison committee with Collection in the Chicagoland Area. Larry is the recipient
of the 2024 Illinois CPA Society Life Time Achievement Award
and named by Forbes Magazine as one of
the Best CPA's in Illinois. Larry has spoken
and conducted numerous webinars on a national level for the
AICPA. Larry has conducted numerous presentation for the Illinois CPA
Society, Local Chapters, other State Societies on IRS controversy issues
in Collection, Examination and Appeals areas including how to practice
in front of , best practices, taxpayers rights, how
to do prepare and request penalty relief, Examinations best practices and Appeals best
practices. Larry's focus is helping professionals practice in front of the Internal Revenue
Service. Larry has authored articles in various publication including The Tax
Advisor and has authored numerous tools to help practitioner's practice in the
area of controversy which appear on the website of the AICPA.
